Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, April 15, 2025 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments –

  • Public Comments will only be taken during the Public Comments section of the agenda.
  • Must sign up in advance on the list and must limit to 3 minutes conversation.
  • Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.
  • On a subject that is not on the agenda, a person may request to add an item to a future City Council Agenda by contacting City Hall. The deadline for the request to be placed on an agenda for consideration must be received with all corresponding documents by 5pm the Wednesday before the regularly scheduled meeting.
  • While civil public criticism is not prohibited; disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the offender’s time to speak.

  • Early Voting: April 22nd – 25th, 28th, & 29th, 2025 from 8am – 5pm at the Marion County Tax Office on Lafayette St. and at the Marion County Election Building on Alley St.
  • Election Day Voting: May 3rd, 2025 from 7am – 7pm at the Marion County Election Building on Alley St.
  • Special City Council Meeting Tuesday, May 13, 2025 at 6:30 pm to Canvass the Election.

a. Consider and/or approve March 11, 2025 Special Council meeting minutes.

b. Consider and/or approve March 18, 2025 Regular Council meeting minutes.

c. Consider and/or approve March Monthly Financial Reports.

d. Consider and/or approve the Special Event Application for the 7th Annual Jefferson Antique Tractor Show and parade to be held from September 12th and 13th, 2025.

e. Consider and/or approve State of Local Official of PHA Plans Consistency with the Consolidated Plan or State Consolidated Plan for fiscal year 2025 of the Jefferson Housing Authority. 

  1. ACTION ITEMS

 

a. Discuss, consider and/or approve new Special Event Application for Wheels on the Bayou to be held on September 6, 2025.

b. Discuss, consider and/or approve new Special Event Application for the Rodeo Parade and blocked off parking spots to be held June 28, 2025.

c. Discuss, consider and/or approve Robin Marshall’s Application for Building permit. (602 W. Watson – Mobile/Manufactured home)

d. Discuss, consider and/or approve Steve and Peggy Walker’s Application for Building permit with variance and repairs. (407 E. Walker St. – build deck, fence, and carport. Repair porch, siding, windows, gutters and roofing)

e. Discuss, consider and/or approve Joe Harpold’s Application for Building permit. (514 Woodland – Garage and driveway)

f. Discuss, consider and/or approve an Exchange Deed between Ed Cobb and the City of Jefferson for the road leading from FM 134 to the Old City Dump.

g. Discuss, consider, and/or approve Amendment No. 6 Consultant Services Agreement between the City of Jefferson and MuniServices, LLC, for Sales Tax Compliance Review Services and Local Occupancy Tax Program Audit and Administration Services to amend the agreement to extend the term for an additional 1-year period through April 19, 2026 and amend the return filed for each lodging property from $12.60 to $13.00 each.

h. Discuss, consider, and/or approve the Law Enforcement Mutual Aid or Assistance Interlocal Agreement between Marion County Attorney’s Office, Jefferson ISD, Marion County, Marion County Sheriff, Marion County Precinct 1 & 2 Constables, City of Jefferson and the Jefferson Police Department.

i. Discuss, consider and/or approve Inter-Local Agreement between COGWORKS Purchasing Cooperative and the City of Jefferson to secure quality goods/services by stimulating competitive bidding.

j. Discuss, consider and/or approve a Resolution authorizing participation to ETCOG Multi-Regional Purchasing Cooperative in described COGWORKS Purchasing Cooperative Program.

k. Discuss, consider and/or approve purchasing playground equipment and mulch package from Playground Boss for Lions Park not to exceed $28,000.

l. Discuss, consider and/or approve a Resolution authorizing purchasing services with the Texas SmartBuy Program through annual membership with the Texas Comptroller of Public Accounts Cooperative Purchasing Program.

m. Discuss, consider and/or approve adopting the 2025 – 2045 City of Jefferson Comprehensive Plan.

n. Discuss, consider and/or approve the formation of a committee for the 2025-2045 City of Jefferson Comprehensive Plan to study and to make Recommendations to City Council.

o. Discuss, consider and/or approve waiving the Utility Billing Late fees for May and June 2025.

p. Discuss, consider and/or approve publishing notice of acceptance for Request for Qualifications (RFQ’s) for an architect to draw up plans for a new city hall.

q. Discuss, consider and/or approve hiring a surveyor to survey the 102 N. Polk St. property.

r. Discuss, consider and/or approve asking JEDCO to fund up to $700,000 for construction of a new Fire Station.
