Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, November 19, 2024 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments –

  • Public Comments will only be taken during the Public Comments section of the agenda.
  • Must sign up in advance on the list and must limit to 3 minutes conversation.
  • Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.
  • On a subject that is not on the agenda, a person may request to add an item to a future City Council Agenda by contacting City Hall. The deadline for the request to be placed on an agenda for consideration must be received with all corresponding documents by 5pm the Wednesday before the regularly scheduled meeting.
  • While civil public criticism is not prohibited; disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the offender’s time to speak.

a. Discuss, consider, and/or approve Dan Harrigan’s resignation as Ward 2 Alderman.

b. Discuss, consider, and/or approve asking the City Attorney to draw up an ordinance where the Council can have discussion after the reading of an item and before a motion is made and seconded.

c. Discuss, consider, and/or approve asking the City Attorney to amend the Ordinance and Job Description with City Council input, related to the employment of a City Administrator.

d. Discuss, consider, and/or approve asking the City Attorney to amend the ordinance or draw up a new one that would limit all pre manufactured housing to the areas that have been previously approved for mobile homes.

e. Discuss, consider, and/or approve Fannie Mae – C/O Greg Graham’s Application for Building Permit (903 N. Alley St.)

f. Discuss, consider, and/or approve Weldon Moses’s Application for Building Permit. (702 N. Soda St.)

g. Discuss, consider, and/or approve by resolution the nomination of a board member to fill the position on the Marion Central Appraisal District Board of Directors.

i. Discuss, consider, and/or approve James Hughes to build an ADA compliant handicap ramp on the Northwest end of the parking lot behind the Court House on Dallas St. to the entrance of the Big Cypress Bayou Fish and Wildlife Habitat Nature Trail.

j. Discuss, consider, and/or approve James Hughes to build an enclosure at Southeast end of the parking lot behind the Court House to relocate the existing dumpsters currently located on the Northwest end of the parking lot behind the Court House on Dallas St.

k. Discuss, consider, and/or approve a Petition to declare a portion Owens Street, Locust Street & Tayor Street and portions of the alleys located in Block numbers 10, 11, and 28 of the Alley Addition, in the City of Jefferson, to be abandoned and closed and to convey to the adjoining property owners.

l. Discuss, consider, and/or approve Ordinance 2024-11-1 ABANDONING VACATING AND CLOSING A PORTION OF LOCUST STREET, OWENS STREET, TAYLOR STREET, AND PORTIONS OF 12 FOOT ALLEYWAYS IN BLOCK NUMBERS 10, 11 AND 28 OF THE ALLEY ADDITION; RETAINING PORTIONS OF THE EASEMENT AS UTILITY AND DRAINAGE EASEMENTS; PROVIDING FOR THE TERMS AND CONDITIONS OF THE ABANDONMENT; PROVIDING SEVERABILITY; PROVIDING AN EFFECTIVE DATE.

m. Discuss, consider, and/or approve Deed Without Warranty for the abandoned and closed portion of Owens Street, Locust Street & Tayor Street and portions of the alleys located in Block numbers 10, 11, and 28 of the Alley Addition, in the City of Jefferson.

n. Discuss, consider, and/or approve reestablishing water service at city buildings on Austin St. and Polk St.

o. Discuss, consider, and/or approve Zoning Regulations Articles II, Article III, Article IV, Article V and grant permission for Planning and Zoning Commission to plan and hold three (3) Public Hearings for public input on proposed Zoning Regulations.

p. Discuss, consider, and/or approve New Social Media Policy to be in compliance with the passing of S.B. 1893.

q. Discuss, consider, and/or approve the contract between Bart Varnell Lawn Care Service and the City of Jefferson for mowing of City Property and authorizing the Mayor to sign the contract on behalf of the city.

r. Discuss, consider, and/or approve the contract between Bart Varnell Lawn Care Service and the City of Jefferson for mowing of Cemetery Properties and authorizing the Mayor to sign the contract on behalf of the city.

s. Discuss, consider, and/or approve Interlocal Agreement between the City of Jefferson and the Friends of Jefferson Animals.

t. Discuss, consider, and/or approve hiring Bowman Consulting Group LTD to complete the survey of the road to gun range for conveyance of land swap to and from Ed Cobb, property being the tract that was deeded to the city along the road to the gun range and the road leading to the gun range.

u. Discuss, consider, and/or approve the 2025 Holiday Schedule.
