REQUEST FOR PROPOSALS FOR ENTERPRISE RESOURCE PLANNING SOFTWARE

 

The City of Jefferson (City) is requesting proposals for replacement software for their current systems and that is scalable for future growth the City of Jefferson will experience.   The City desires to upgrade to a single web-based software system that provides fully-integrated solutions for accounting, budgeting, payroll, utility billing, service orders, cash receipting, building permits and code enforcement with the ability to import or export data directly to State/Federal reporting systems and to interface with any third-party systems as required. 

Scope of Work

Services to be provided: True web-based software that does not require third-party software such as Windows Remote Desktop Services or Citrix.  Provide secure connectivity to the software from any computer with internet access. Fully-integrated modules with standard interface with other third-party systems. MS SQL Server database. Native compatibility with MS Office tools.

Reliable and responsive support, company growth and stability, deployment of software to similar sized cities. Modules required: General Ledger, Accounts Payable, Budgeting, Purchasing, Payroll, Human Resources, Utility Billing, Service Orders, Cash Receipting, Building Permits, and Code Enforcement capabilities.

Guidelines for Content of Qualification Statements

Detailed instructions on preparation of the qualification statement must be obtained from the City. For more information on preparing and submitting the qualification statement, contact Melissa Boyd, City Secretary, at 903-665-3922 or mboyd@cityhallofjefferson.com. This information should be requested as soon as possible in order to allow time to prepare the document and comply with the procedures.

Submittal Deadline

Three (3) copies of the qualifications statement must be filed with the City by 2:00pm (Central) on Friday, August 16, at 305 E. Austin St., Jefferson, TX   75657.

Qualifications will be opened and reviewed on August 16, 2024 at 2:00 pm at 305 E. Austin St., Jefferson, TX 75657.

Recommendations and action will be taking at the Regular City Council Meeting on Tuesday, August 20, 2024 at 305 E. Austin St., Jefferson, TX 75657

The City will evaluate the proposals to determine which firm has the best qualifications.
