Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, December 19, 2023 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on the meeting notice. Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Must sign up in advance on the list and must limit to 3 minutes conversation. Jefferson City Council may ask questions but shall not discuss items that are not on the agenda. On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall. The deadline for an item to be placed on an agenda with all corresponding documents for consideration is 5pm the Wednesday before the regularly scheduled meeting. While civil public criticism is not prohibited; disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the offender’s time to speak.

7. CONSENT AGENDA (City Council reserves the right to remove items from the Consent Agenda and consider and/or approve individually)
a. Consider and/or approve Monthly Financial Reports.
b. Consider and/or approve payment of $75,000 to Testa Law Group for payment of attorney fees per final judgment on Case No. 2:21-CV-0392-RSP.
c. Consider and/or approve contract/agreement from Jefferson Carnegie Library.
d. Consider and/or approve contract/agreement between the City of Jefferson and the Jefferson Carnegie Library.
e. Consider and/or approve Interlocal Agreement between the City of Jefferson and Marion County for Library Services.
f. Consider and/or approve Interlocal Agreement between the City of Jefferson and Marion County for Shared Services and Responsibilities.
g. Consider and/or approve waiving Event fees for the JISD events as follows: May 4th – Prom, May 20th – Honors Banquet, and May 24th – Senior Breakfast. The JISD will be responsible for $100 cleaning fee per event.
8. ACTION ITEMS
a. Consider, discuss and/or approve Sharon Jeter’s Application for Building Permit. (203 ML King Dr.)
b. Consider, discuss and/or approve Allen Wayne Smith’s application for building permit. (Building # 1 next to 409 MLK. Address TBD)
c. Consider, discuss and/or approve Allen Wayne Smith’s application for building permit. (Building # 2 next to 409 MLK. Address TBD)
d. Consider and/or approve Annual Membership Dues to Marion County Chamber of Commerce.
e. Consider, discuss and/or approve holidays for the 2024 City of Jefferson Holiday Schedule. (Tabled from 11/21/2023 meeting)
f. Consider, discuss and/or approve allowing the creation of a new bank account, separate from the general fund and public monies, to accept donations from the public to be used for Community Outreach, for public awareness merchandise and educational material. And for the donations to be maintained by the Jefferson Police Department and its use by the discretion of the agency.
g. Consider, discuss and/or approve allowing the creation of a new bank account, separate from the general fund and public monies, to accept donations from the public to be used for the Police Explorer Program, for equipment uniforms and educational material. And for the donations to be maintained by the Jefferson Police Department and its use by the discretion of the agency.
h. Consider, discuss and/or approve accepting a check from Mae Goode for the amount of $100 for the decals of the Jefferson Police Department Golf Cart to be added to Vehicle Maintenance of the Jefferson Police Department Expenses.
i. Consider, discuss and/or approve the purchase of 7 mobile phone lines with Verizon Wireless for Officers of the Jefferson Police Department and the City Secretary.
j. Consider, discuss and/or approve paying the bill associated with the inspection of the radio tower located on Waldrop Lane, for the amount of $3,780 and getting reimbursement from Marion County Sheriffs Office and the Jefferson Independent School District in a three-part division of payment.
k. Consider and/or approve potentially funding a joint project at MasterCraft Cabinets to fix an existing plumbing blockage. Jedco and the City are in discussion to have Jedco fund 50%, which would eliminate the need for this funding by the city if Jedco denies the request at their next meeting. The proposed cost sharing would not exceed $5,000 for each party.
