Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, May 16, 2023 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting

c. Consider and/or approve a Resolution for Official Action to Authorize Individuals to sign checks on behalf of the City of Jefferson.

d. Consider and/or approve a Resolution Amending Authorized Representatives for TEXPOOL.

e. Consider and/or approve a Resolution designating authorized signatories for contractual documents and documents for requesting funds pertaining to the Texas Community Development Block Grant Program (TxCDBG) Contract Number 7220211.

l. Consider and/or approve O’Reilly Auto Enterprises application for Pole Sign Permit. (450 S. Walcott St.)

m. Consider and/or approve O’Reilly Auto Enterprises application for Building Sign Permit (450 S. Walcott St.)

n. Consider and/or approve budget amendment to transfer $16,624.33 from Water Sewer Misc. 17-4390-00-00 to Water Sewer Legal & Accounting 17-5340-00-00 for legal fees associated with the RG3/Act settlement.

o. Consider, discuss, and/or approve the use of the American Rescue Plan Act (ARPA) Funds for the amount of $26,903.66 to be used to cover CDBG Sewer Project 7220211 non-allowed CDBG expenses.

Consider and/or approve the renewal of the City of Jefferson franchise agreement with Centerpoint Energy through Ordinance # 2023-05-02, GRANTING TO CENTERPOINT ENERGY RESOURCES CORP., DBA CENTERPOINT ENERGY TEXAS GAS OPERATIONS, THE RIGHT, PRIVILEGE AND FRANCHISE TO CONSTRUCT, INSTALL, EXTEND, REMOVE, REPLACE, ABANDON, OPERATE AND MAINTAIN ITS FACILITIES WITHIN THE PUBLIC RIGHTS-OF-WAY OF THE CITY OF JEFFERSON, TEXAS FOR THE TRANSPORTATION, DELIVERY, SALE, AND DISTRIBUTION OF NATURAL GAS; CONTAINING OTHER PROVISIONS RELATING TO THE FOREGOING SUBJECT; PROVIDING FOR SEVERABILITY AND PROVIDING AN EFFECTIVE DATE.

  1. ACTION ITEMS

a. Consider, discuss, and/or approve a Resolution Supporting the City of Jefferson’s application to the Texas Department of Transportation’s (TXDOT) 2023 Transportation Alternatives Set-Aside (TA) Call for Projects.

b. Consider, discuss, and/or approve Memorandum of Understanding concerning Jefferson becoming a Music Friendly Community through the state of Texas Presented by Colleen Taylor & Missy Baldwin

c. Consider, discuss, and/or approve the following as it relates to the 2023 Street maintenance program:

  1. Finalize list of streets to get bids on for all wards for 2023 initiative

       2. Approve posting of bids in the paper and online

           (Tabled from April 18, 2023 Regular Meeting)

d. Consider, discuss, and/or approve a date and time for Quiet Zone Committee meeting.

e. Consider, discuss and/or approve a Petition, Resolution, and Deed Without Warranty to declare a portion of an abandoned alley located between Lots 3 and 4 in Block 3 of the Alley Addition of the City of Jefferson to be abandoned and closed and to convey Tract 1 of said alley containing approximately 523 square feet for the sum of $52.30 to David W. and Deborah S. Robertson by deed without warranty.

f. Consider, discuss and/or approve a Petition, Resolution, and Deed Without Warranty to declare a portion of an abandoned alley located between Lots 3 and 4 in Block 3 of the Alley Addition of the City of Jefferson to be abandoned and closed and to convey Tract 2 of said alley containing approximately 1437 square feet for the sum of $143.70 to RLM Series 1, a designated series of RL Montgomery Real Estate Holdings, LLC by a deed without warranty.

g. Consider, discuss and/or approve a Petition, Resolution, and Deed Without Warranty to declare a portion of Benners Street between Block 12 & 13, Speake Street between Block 13 & 24, and Friou Street between Block 24 and 23 and portions of alleys located in Block 12 between Lots 4-9, Block 13 between Lots 1-6 and 7-12, Block 13 between Lots 3,4,10, & 9, Block 24 between lots 1-4 and 9-12, Block 24 between Lots 3,4,9 & 10, Block 23 between Lots 1-6 and 7-12, and Block 23 between Lots 3,4,9, & 10 of the Alley Addition of the City of Jefferson to be abandoned and closed and to convey said streets and alleys containing approximately 69,696 square feet for the sum of $6,969.60 to Livewell Enterprises, LLC by a deed without warranty.
