Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, April 18, 2023 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on the meeting notice. Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation. Jefferson City Council may ask questions but shall not discuss items that are not on the agenda. On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting.

a. Consider and/or approve March 21, 2023 Regular Council meeting minutes.
b. Consider and/or approve April 4, 2023 Special Council meeting minutes.
c. Consider and/or approve Monthly Financial Reports.
d. Consider and/or approve Quarterly Financial Reports.
e. Consider and/or approve the Battle of Big Cypress Bayou Town Skirmish Event application to be held on May 6, 2023.
f. Consider and/or approve to advertise for bids for surveys of the city limits where surveys do not currently exist.
g. Consider and/or approve to advertise for bids to complete the Floodplain surveys and mapping for the City of Jefferson where surveys/maps do not currently exist.
h. Consider and/or approve the proposed cost of $17,500 from SPI for detailed engineering for the MLK Project in the 2023 TA grant applications which was submitted to TX DOT earlier in 2023 and have proceeded to stage two to be expensed to 01-5950-75-00 Grant Match misc.
i. Consider and/or approve to advertise for bids to sell the Police Department Ford Expedition (VIN ending in 2674) to be deposited in the Police Department budget for Miscellaneous Expenses.
j. Consider, and/or approve Hugh Lewis’s application for building permit. (113 N. Polk St.)
k. Consider, and/or approve the Senior Class Parade to be held on Tuesday, May 5, 2023.
- ACTION ITEMS
a. Consider, discuss, and/or approve offering Texas Tech’s office of Professional Education workshop to all city employees and board members for Diversity, Equity & Inclusion (D.E.I.) training at the cost of $59.00 per person to be charged to individual department budgets’ education and training accounts.
b. Consider, discuss and/or approve reimbursement of $10,500.00 to Bill Davis for cement work at the end of Houston Street.
c. Consider, discuss, and/or approve the following as it relates to the 2023 Street maintenance program:
- Finalize list of streets to get bids on for all wards for 2023 initiative.
- Approve posting of bids in the paper and online.
d. Consider, discuss, and/or approve moving forward with the formation of the Quiet Zone Committee using the 4 submitted Quiet Zone committee applications, including a “Workshop launch” meeting in May as a working session with the 4-committee member and council.
- DISCUSSION ITEMS
a. Strategic Plan Core Team Update – Ald. Moore, Ald. Thomas, and Sec. Boyd
b. Discuss process for Planning and Zoning recommendation to the City Council, that the Jefferson Historic District, as defined in 1971 by the National Register, be accepted as a historic district within the city of Jefferson using their metes and bounds.
c. Discussion on status of city hall building.
d. Discussion and assignment of Aldermen to help manage specific projects based on citizen feedback.
e. Discussion of annexation for the City of Jefferson and future legal costs.

The Jefferson City Council reserves the right to adjourn into Executive Session at any time during the Course of the meeting to discuss any of the matters listed above or below, as authorized by the Texas Government Code.

The members of the boards, commissions and/or committees may participate in discussions on the same items listed on the agenda, which occur at the meeting, but no action will be taken by such in attendance unless such item and action is specifically provided for an on an agenda for that board, commission or committee subject to the Texas Open Meetings Act.
