Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, March 21, 2023 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on the meeting notice. Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

g. Consider and/or approve to accept and deposit $3,514.19 received from the Comptroller of Public Accounts Opioid Abatement Trust Fund to address opioid-related harms in the community, in accordance with Section 403.506(c)(1), Texas Government Code.
h. Consider, discuss and/or approve the Certification of the Annual PHA Plan for fiscal year 2023 of the Jefferson Housing Authority.
i. Consider and/or approve the adoption of a Law Enforcement Explorer Post associated with the Boy Scouts of America, to be hosted and maintained by the Jefferson Police Department
- ACTION ITEMS
a. Consider, discuss and/or approve Jedco proceeding with the Letter of Intent to enter into an Agreement to purchase approximately 16.507 acres of land for $285,000 and Authorize Jedco’s President to execute the Agreement and the expenditure of $15,000 earnest money upon execution of the contract.
b. Consider, discuss and/or approve reimbursement of $10,500.00 to Bill Davis for cement work at the end of Houston Street.
c. Consider, discuss and/or approve a Rate Increase related to CenterPoint GRIP.
d. Consider, discuss and/or approve the Public Utility Commission of Texas Telecommunication Right-Of-Way Rates for 2023 as allowed on 2023 the Consumer Price Index Adjustment to Municipal Telecommunications Right-Of-Way Access Line Rates.
e. Consider, discuss and/or approve Amendment No. 4 Consultant Services Agreement between the City of Jefferson and MuniServices, LLC, for Sales Tax Compliance Review Services and Local Occupancy Tax Program Audit and Administration Services to amend the agreement to extend the term for an additional 1-year period through April 19, 2024, amend the consultant contingency fee from 30% to 35%, and amend the return filed for each lodging property from $11.00 to $12.00 each.
f. Consider, discuss and/or approve the purchase of a police vehicle with equipment not to exceed $60,000.00.
g. Consider and/or approve parking enforcement efforts of the downtown area to increase safety and obedience of parking as it relates to the Texas Transportation Code(s) and like Code(s)/ City Governing Ordinances, and to be executed and enforced by the Jefferson Police Department.
h. Consider, discuss and/or approve the use of the Transportation Center for a Candidate Forum including the candidates for City Council, School Board, etc. on Thursday, April 20th, 2023 with waiver of facility rental fees.
i. Consider, discuss and/or approve Earth Day dumpster locations and workers on Saturday, April 22, 2023 from 8am until 5pm or until dumpsters are full.
